Heather has expertise on a wide variety of healthcare and technology issues including Medicare and Medicaid acute and long term care financing, policy, program design, and eligibility; Medicaid waivers; health care professional and facility licensing and scope of practice; health information technology; telemedicine and telemonitoring; and health insurance issues. Heather also has a significant amount of experience working directly with state and federal regulatory agencies. She specializes in finding creative solutions to legislative and regulatory problems through thorough policy analysis, negotiation, and coalition building.
Heather has made numerous presentations to a wide variety of audiences on various healthcare topics and has been published and quoted in both state and national publications regarding healthcare issues. She graduated from the University of Wisconsin-Madison with a Masters of Arts in Public Policy and Administration and a certificate in Programs in Health Management. Heather also has a Bachelor of Arts in Political Science from Rice University.
